  1. You do not have documents on how each country/utility calculate rates? I know methodologies in many countries/cities but itr has been impossible to kow exactly the methodology (formulas) used by Ofwat

    1. No I do not, and I agree that the process is opaque. I'm guessing that's because many rates are based on negotiation, not formulas or empirical calculation.
