citizensgrass farmers organized a revolt against the higher charges they would face. Their short term victory (lower prices for 6 months) quickly turned pyrrhic: instead of facing $0.86/ccf charges [PDF], they will now pay $2.92 [PDF]. All that remains is revenue instability and "cost recovery surcharges." Way to fail, guys.
