If there's a surplus of irrigation water, you should not give it to farmers for Free. Rather, sell it in a market and give the money to the farmer-owners.
Science for hire? A good example of conflict of interest (and poor judgement)
BEST: A few words on the social web -- Facebook et al. are still evolving, and not necessarily in the right direction. People are not yet skilled at socializing with these new tools.
Progress? Telecoms have made rapid advances but not water services. Our bad.
