You raised a really good point the other day and it deserves further exploration, e.g., who should be the regulators and who should be the regulated? Clearly, given the choice between someone deeply knowledgeable and experienced in the area, or a smart, but inexperienced person, who do you want to be the regulator? But where is the market for those skills and knowledge when the government service is up (as it always is for appointed positions)? How do you keep an experienced and knowledgeable person involved unless they go to work for the regulated?
The outright corruption of the MMS is a different thing. When the regulated is actually fucking the regulators, you have a management problem, and that is a different problem.
It will be interesting to see how this plays out with Massey Mining and the dead miners.
I have no idea what the answer is.
