The main problem (as I've said MANY times) is monopoly, not private vs public. Good oversight and competition for service contracts are key means to avoid abuse of monopoly power.

I'd love to see a post on what you think went wrong in Cochabamba and how to safeguard against similar problems in privatizing US water resources.
